Dive Brief:
- Planned generation retirements and load growth are putting a strain on New York's reliability, according to a report from the state system operator.
- The New York-ISO's 2014 Reliability Needs Assessment (RNA) identified four primary regions with transmission security reliability needs: Rochester, Western & Central New York, Capital Region, and Lower Hudson Valley & New York City.
Dive Insight:
New York's bulk power market is stable, but mothballing and load growth have hastened the state's need to make investments in the grid. The 2014 report finds southeast New York faces resource adequacy violations beginning in 2019 — one year ahead of the report's findings in 2012.
"The most significant difference between the 2012 RNA and the 2014 RNA is the decrease of the NYCA capacity margin," the report found. New York-ISO said it calculated the difference in the capacity margin between the 2012 RNA and the 2014 RNA in the "need year" of 2019 and determined a net decrease of 2,100 MW.
The capacity margin decreases throughout the study period, but drops more rapidly in the outer years due to load growth.
